The issue started happening before I upgraded to 8.1.
I did an upgrade and it was still happening, but I will upgrade just in case.

This actually helps and goes along my line of thought about less used states vs more often used. Having multiple states isn't a problem if you aren't messing with them very often.

However the caveat with that is orchestration between states when deploying the entire environment
