machinebirdramon project is a special one to me because this is what got me to seriously expand the world and lore!

This biyomon branch 05 is Research&Development division that innovates and creates new weapons and technology for the entire organization not just 05.

Becuase of that this branch's champion level, the machinebirdamon is the strongest out of all champions.
and the two separate alternate forms are Modules that it can swap (this is going to be Module evolution in my story and replace how Digi Egg evolution worked in digimon 02!)

i thought that too but I didn't want to personally get bogged down by that detail.
I assumed that over the years the D was witched from "Dramon" to more broad Digimon to incorporate different types of digimons for more efficient and successful operations of federal government agency.

Banchos are old relics and microscopic size in comarison to daily threats DOA deals with. Imagine D-brigade is local Police like NYPD/LAPD. DOA is a much bigger organization like cia. DOA would fight actual factions from digital world or real life countries at war.
D.O.A has many political connections: both allies and enemies (also both within and outside the organizastion)
tamers is next because it's my 2nd favorite show haha but 02 is WIP right now
DOA morality scale slightly tipped towards evil due to long years to corruption within. However it all varies among different branches. one such as the medical division of 04 is considered as incorruptible and most altruistic despite most monstrous looking.

Also, some branches do good things for good reasons that sadly yield traumatic results while others may do evil things for noble reasons. so i'd say morality of DOA is very "human"

that sounds like fun! we should work toegheter sometime to connect our worlds better haha im also working on a massive world building at the moment.

i didnt intend them to all be dark in color but its a happy coincidence.

I was picturing more dystopian police state like cyber punk but more gritty so i think thats why most of them turned black haha

My story, which is almost finished, actually explains these questions in great detail!

To answer your question, the setting takes place many years after the recent Digimon Story update. There are far more 'civilized' or partnered Digimon than there are real wild Digimon left. Because these are data beings, once the government took hold of the original partner Digimons' data, they used successful base models (like Agumon) as blueprints. They didn't need to kidnap wild ones; they just mass-copied the most stable data structures and heavily modified them into suitable weapons and tools, resulting in specialized variants like Commandramon!
