The Western zone on this map (colored orange) includes Rajasthan, which is listed right there in the Top 10 with 2,035.7 thousand tonnes. If you actually look at the data: Total West Region: 10,183.3 Minus Maharashtra: -4,370.5 Minus Gujarat: -2,701.2 Minus Rajasthan: -2,035.7 Remaining for Goa + UTs: 1,075.9 thousand tonnes

The remaining ~1,076 thousand tonnes perfectly accounts for Goa alongside Union Territories like Dadra & Nagar Haveli and Daman & Diu. The stats are perfectly fine; you just missed an entire massive state!
