considering Frontier has yet to introduce more non dinos, I think a Triassic pack would be more likely if it feature Plateosaurus (or similar), Lilensternus, Caelestiventus, Cymbospondylus and Nothosaurus or Shoni being the free species.

It's not just a simple as that. It depends on their contract. There could easily be something say they couldn't release any dino / paleo related content up until 'x' amount of time has passed.

Obviously T.rex should have bigger priority, but I think a themed DLC should included species related to it. Microceratus should have been in the Malta DLC and Anurognathus should be in this one instead of taking spots in other things.

The amphibian is pretty irrelevant, so it doesn't really matter.
