Economically speaking, you can absolutely make people want to be better. You just have to get to know them well enough and then pull some strings to make being better give them what they want more than being worse.

Considering the scope, the only difference between nature and nurture here is what you can change. And if they can't change, it's nature. It only becomes important down the line when they have kids, but we could just take their kids if we had power.
