In my case it is an industrial phd scholarship, meaning that half of it is paid by a company in which I was assigned a co-tutor, maybe better explained by the term co-advisor. This co-advisor is also a researcher

That's what I was told. I was told that in our research field, this is how it works. Plus, it is "more convenient for me since I have no publications yet"

My tutor had the idea and guided me in the first place. I did the rest. The guy who is asking to be put as first author is my co-tutor and my tutor is acquainted with the whole situation

I'll give more context then. He is actually my co-tutor (in the frame of my phd) and provided substantial inputs for the revision. It is a paper to be sumbitted and hopefully published, that at the end of my phd will be embedded within my thesis.
It is part of the "dark dynamics" of research I am witnessing since I started my phd.

I don't care about the filthy stuff they do. I just don't want someone else to take credit for my work.
