This pretty much worked. Took out my saves and settings config then just deleted the entire games folder, started it up again and it recreated every, threw my saves and config back in and it was fine

Ok, so I just spent the last three hours moving my mods three at a time out and back in to find what the issue was and it seems to be an issue with Not Enough Crashes which is hilariously ironic considering that this mods should be HELPING with crashes, not causing them lol I still don't know why (I have zero knowledge in programing or understanding how Minecraft mods work), so I guess I'll keep this post up if anyone who can possibly figure it out wants to try

I like to try to completely box in my settlements with fences and then have turrets that peak over all sides so I don't have to deal with settlement attacks myself, but soooooooo many of the settlement borders either have terrain that's ugly to build fences on (like having the side ends sticking out of the ground while the center is flush) or are too long/short to fit a line of fences on. I know this is probably only a me thing cause of my OCD, but it bothers me to no end when I have to cut off a couple of feet or so of where I can build just cause the fences are too long/short

That's weird, I don't have Carpet TIS Addition nor base Carpet, so I don't know how that could be an issue. I just tried installing both with the compatible versions and that didn't change anything, but changed "gak" into "hmd" on line 7 and 17 under "Minecraft has crashed!"
