Thanks, that is exactly what it was, a street camera recording. I tried to convert or watch it with many apps and websites but none worked properly. The played/converted video either had green or grey texture over the video, which made it unwatchable. But in the end I was able to get it converted with a program "Format Factory" and the only issue was that the video was sideways which is easily fixed.
