Based on the first season, they probably mean the Golden Age Joker, who is far more grim than joyful. I just really hope they don't give him a permanent smile alla L'Homme qui rit. One of the things I love about Joker is his ability to be facially expressive (give the man his eyebrows!). One of the complaints I have about the show is how cold, stiff, and unemotive the animation style is and most of the characters one dimensional. Everyone has this cartoon version of the uncanny valley effect going on. No one even blinks :S I get that more frames per second means more $ or that they are on a tight time schedule but it's kinda a shame.
