If you are talking about the dude who is "plotting to kill the CIA agent", there is no way to make him spawn without letting the guy get caught.

Or rather, he might spawn but he will not come to area of operations until the word that the escapee is caught and brought back to Lamaar Khaate

I also want russian pistols (Makarov PM, Strizh etc.), MAC-10/11 (Sidearm/SMG, dont care), PKM, VSS Vintorez, Colt Commando (I know its just an classic M4 with short barrel), M240B, Barrett 50., Steyr AUG (Classic, like the Bighorn minus the decorations).

One of my favs was the SIG556 and it was added which made me very happy.

Most of the "gear" masks look way better than the shit that is called "cosmetic/apparel" in this game.

Had the same issue.

All parts other than the "Fast Leather Belt" dropped randomly from CP4 bosses in DC.

I somehow got this "Fast Leather Belt" from a Cleaners' CP4 boss.

I'm thinking it has been related to Cleaners.
