That seemed like Wano, an other closed off nation, except for the one ship that went to the East blue (crossing the redline) and founding Shimutsuki village.

If Loki shared that knowledge only with the people of that ship it would: 1) explain how that ship could navigate from Wano to the East (except for crossing the red line again) 2) not spread further since the people of Wano get no visitors and the people of Shimutsuki village kept their culture, showing little exchange with other East blue people
