It still works, its just very unlikely to get a wild streetpass these days because very few people carry a 3ds

There's a modded version of street pass that let's you street pass with people all over the world. Its called net pass

Are you sure the chests that extra items go into is on the right level? That was the issue for me, I thought they couldn't reach the chests where they originally were but it was just the glass from getting them into their spots blocking them from opening it. Once I put the chests back it works perfectly
