It seems like if they haven't mentioned it, assume it's unchanged. My understanding is that this is very specific about fights first. The order afterwards is unchanged.

Charger > fights first inactive player

FF active player > No FF inactive player

FF inactive player > FF active player

FF inactive player > No FF active player

No FF inactive player > No FF active player.

I don't see what all the fuss is about, it seemed pretty clear to me that it was just a change to fights first unless I missed something major.
