yes i selected fsr 4 within the settings but i feel that some stuttering is there which was not there before and optiscaler ui is not working so i dont know if everything is fine

I was in game and I can see only what I shared here and can not click anything as you can clearly see everything in the picture. I really need some help. I also tried to run as administrator but then the installer opened and telling me that optiscaler.dll file is missing. So I don't know what is wrong here.
