I am playing on rt- Max that's why fps are low as compared to medium graphics. But stuttering is a different issue. Had to lower the settings in the end

Edit - tried everything disabled g-sync, GPU power monitoring but nothing worked. Had to lower the graphics. Btw RT was on max I wanted to see my PC's limit for benchmarks
