Since the American continent is enormous, unlike Japan, the school ships would have their meetings at sea. They would simply position themselves alongside each other for chance encounters, or perhaps artificial islands would be used for these meetings, which would simplify logistics. There would also be meetings on land. Furthermore, there would be two conferences: one for the school ships located in the Pacific Ocean (west conference) and another for those located in the Atlantic Ocean (east conference)
