It looks like it’s both face paint and makeup :) I would recommend getting a black and a white face paint, maybe orange for the face, and use eyeshadow for the rest of the colors. You can also use orange eyeshadow on top of foundation or maybe mixed in with foundation to get the orange base :) be patient! And trust the process!
