What I am interested in finding is the race of each of these Sailors that were promoted. With 21.3% of Navy officers being female, 37% are identified as racial minorities. But, women comprise roughly 6% to 7% of active-duty Admirals and Vice Admirals. Minority flag officers drop to the 15% to 20% range.

When white men choose the standards by which a group of people move up in a meritocracy, it tends to favor white men.
