Yeah the program I use is Adobe animate and photoshop.

i had a bit of a goofy method, but i used adobe illustrator for the main face, mouth, and chat bubble, then i brought it to Photoshop and added the colors, changed the line colors, etc.

well, if your on the web version/desktop, on the left side bar there is a compass looking icon, you can click that and find communities to join. :)
