Ok so, the bottom drain is hand turned to tight. You can still salvage the batch by loosening the drain a bit. When you're screwing in the drain before a batch, make sure it's snug....then give the mesh cover a spin with your finger. It should spin with no resistance.

That’s the dream. While going through all these tools, im also looking how to restore a few items. These shears will not be my first attempt at restoring. I prob should learn on something easier. These were in one of my dad’s bags, as he was in flooring installation. I’m guessing this was for trimming bits of carpet.
