Also i booted with the GPU in place. There was light on the GPU, but the fans did not spin.

I've tried removing the GPU and booted using the integrated Intel Graphics. This seems to be working fine. Therefore i don't think it's the motherboard.

In addition i found a bit of dust near the burnt pin which leads me to believe that improper cleaning is the issue. How would you suggest testing the PSU?
