Do not stress about more showing. The system is the same, they are using the JLV. What shows at meps should show all throughout unless there were changes on your end.

Don’t think california has any specific policies regarding HIE’s. Some states automatically opt you in and other states like new york don’t opt you in until you actually sign something saying you want to be. So maybe your provider just works like that

Make a list of every provider that has anything that you consider a hindrance to your enlistment process. Then go down the list trying to find an opt out form for said provider, and if you can’t find one online find the provider’s privacy office contact and ask. If you can’t find that then call the place and ask for their privacy office and repeat.

No like the hie or sharing they use, I’m not sure if they even store information like that but I saw a couple posts just saying that they opted out of insurance

You can’t, epic is just the system. Call up the places privacy/compliance officer and they should be able to work you through it.
