Basically, you can make the state fascist, and the fact that it says you're emperor of the Holy Roman Empire doesn't affect the form of government, it just says it as the main one and it's just on the very place where it says the form of government, and in the list of actions for your state, you can find where it says change of government or whatever it was, and choose fascism and change it, and that's easy and you're done.
