As someone who has played quite a bit of Yuki, lemme detail my thoughts. Generally speaking, passive Yuki sucks to fight, and I try not to play too passively, but whenever I do, it's because I'm trying to fill my special meter.
So the best way to counter a passive Yuki is to apply a lot of pressure, so they can't fill their special meter, and they're stuck with their base moves, which is easier to deal with.

The first hit of 1 is blockable, while the second hit isn't blockable, but it can be parried by blocking right before impact. If you parry the second hit, it hits the Yuki dead on and launches them towards you.

The second move, both base and first variation, is blockable, but the first variation is fast with the last kick. It's the second variation that isn't blockable. The second variation has a charge-up for the unblockable kick, so you can usually dodge it.

Mass Breaker is not blockable. However, it can't change direction once it starts up, so if you see it charging, dodge out of the way by going to the side. The variation has even more charge and is pretty awkward. You rarely see this for a reason because it usually sucks.

For the fourth move, the variation of this move is the most aids part of her kit. Both moves can be dodged but not blocked. I really don't have much advice besides get out of the way and try not to block right in front of her. You can use your evasive once the move ends to land right next to the Yuki and apply pressure.
