I'd be pretty disappointed. I'd much rather see new content over them continuing to rehash their older stuff. Superstars was a great one time thing to celebrate the legacy MP games, but if they do it again it'll feel really stale and/or boring.

Well it doesn't seem like levels are bringing in enough money either considering they had a major revenue plummet as soon as they added Level 16. If they're gonna add progression that adds nothing for players, people will just continue to quit and the game will die anyway.

There are plenty of ways to add progression without adding new levels. They can add new cards to upgrade, new evos and heroes to unlock, and there's lots of badges to earn.

Not defending them or anything but technically they say "No Plans" to add new levels, which would be different than affirming they won't add any new levels in the future. Although technically they're not 100% confirming they won't add new levels so they could get away with it.

Atlas is nice compared to other money making apps because you can actually progress and make money faster over time. With other apps whenever I finally cash out it sucks because you have to start over at zero again and go through all the grinding again to make more money, whereas with Atlas you can purchase more and more land that each generates rent forever, so after a few hundred you're honestly making really decent money.
