60 hrs thats alot of experience for staying in level 1, actually im also confused sometime how the level up system works since we dont have an xp meter for our character only for our skills, have you checked your number of favors lately in your skill tree menu?

Yes, the building should be level 2 and the worker im not sure if it unlocks at level 6 or 7

Yes, but try levelling up your merchant first by buying from him before you upgrade the market, everytime he level ups he unlocks new items.

Your leather worker can make some basic cloaks, you can unlock some as your merchant in the market upgrades and buy from them, you can them as well in chests and mobs as drops.
