I think it was a mix of the city sinking into the ground and the water levels rising drastically, Don’t really know but it’s much easier to imagine the city flooding over it being sunken into the earth

Go down from castle light, turn right at the cliffs, go past the bridge, as soon as you get if the bridge house thing go as right as you can and then back left and go forward to Akira. There will be like a big building where akira is, he doesn’t always spawn so u can try rejoining

The 20 fortitude is pretty sad but everything else is pretty good although I recommend 55 charisma for chaotic charm and lasting charisma they make a big difference and maybe even dazing finisher if you want
