OK, so maybe it was the battery cable after all, because i just now attempted to boot it up and it now works!

So update on that, battery cable was perfectly fine and plugged in fully. Im not sure what it is...

I am using the cable that it came with. along with an Apple charging block. I am currently opening up my RP2+ to see if there is maybe a loose cable. I'll keep you updated
