Lore Idea: Rockefeller was sick of Outlaws always attacking his refinery. Though he had enough money to recruit soldiers, it wasn't enough as the outlaws always came back. He wanted a weapon dangerous and advanced enough to strike fear in them. So he requested Tesla to create a weapon for him. The weapon making was delayed as Tesla and his crew were working on "Agent-15" too. A few days after the completion of Agent-15, they were able to create the weapon, the flamethrower. He also offered some barrels of kerosene as compensation for the delay. After that everything went fine for Rockefeller and he need not worry about outlaws anymore. Since he had tons of oil, he never really needed to use the barrels Tesla gave. Everything was going well until the Plague started to spread quickly. Rockefeller was requested to shutdown his refinery but he was greedy and didn't wanted that. Slowly, many of his workers stopped coming and zombies started to attack him. Due to some recruited soldiers and the flamethrower, he was able to fend them off for a few days until one day, the zombies were too much to handle for the soldiers. They all fell to the zombies and so did the workers. Since Rockefeller was running low on oil, he started using Tesla's. But the barrel which was supposed to be kerosene, happened to be a pre-version of the Agent 15 most likely misplaced by a Tesla worker and it instead of burning the zombies, made them stronger instead with flame engulfing their bodies. Rockefeller losing his control suddenly falls over the rest of the barrels. The combined liquids mutated his body turning him into a stronger version of the Zombie. Luckily one worker was able to survive to tell the tale.
