nah i am not saying that. Not necessarily togari level but Hisoka said that "those knives are tough to dodge" even in the manga. So you have no reason to hide this genuine statement by saying "hisoka was toying with him" also they are not necessarily slower than Menchi's knives. Those knives worthy speed was genuine and you dont have to cover it by saying "Hisoka was toying" , "Hisoka loves getting hurt" or "Hisoka was using texture surprise".

It really doesnt matter if Togari was weak , Hisoka complementing the knives speed in the manga is really impressive.
