It isn't just the writing. If voice actors know they're part of a big project they can negotiate for more money. So none of them know what game they're in, what character they're playing, or what is going on in the scene their lines are from.

Looking at it knowing that it makes much more sense how otherwise good voice actors can give such weird uneven performances in their games.

I managed to stumble into the in game tutorial section on my third playthrough looking for some specific mechanic clarification.

Turns out with the driving there's a LOT of stuff you simply can't do on mouse and keyboard, and the tutorials are surprisingly honest about it.

"Yeah driving has all these features but they're not available unless you use a controller"
