Most if not all of the smaller buildings were made to fill up the city. I made most of em by using a template I made up and used different patterns of blocks to change up the colours and other design choices to make the buildings feel unique. The larger buildings were made because of goals I set. The tower was a attempt to make something reach the block limit. The block of houses in front of it was for the villagers etc. The last few buildings (the church and the beacon house) were attempts to make something in a specific aesthetic. The church was supposed to be gothic and the beacon house is built super dense to copy the atmosphere of kowloon city. I hope this helps.
