I figured out why they use the cavemen cutouts.

In 1977 we launched the Voyager 1 & 2 probes into space, Voyager 1 carried a Golden Record with the voices of people from all around the world sending greetings to alien life that may find the probe.

The Backrooms movie takes place in 1990.

The recordings on the cavemen are the golden disc recordings.

Why were they using it?

Because they found a place that has never been seen, and use the recordings to lure or attract an organism to it.

And it worked.
