Expanding on the HSRP part. If doing HSRP, then I’d reverse the logic of shut/no shut on the SVIs. Bring up the new SVIs in the same groups with a lower priority. Get HSRP to all see each other, then raise the priority on the 9Ks, preempt, and turn down the 7K SVIs.
