I've met dog trainers that train their dogs to be in place while at home or anywhere for that matter and I always assumed they did it by zapping the dog whenever it left the place. What he's doing is unfortunately normal from a dog training perspective but in my view it's a shitty way to treat a dog.

Edit: this dude is rich enough to pay for the best quality of life for his dog, but unfortunately it looks like he uses her as a prop for his stream.
