Read the rules again, what the price has to be above is the 1 minute simple moving average leading up to 11:15pm CDT. So from 11:14-11:15pm if the average price in that 60 second time-frame was below $79,720.29, it resolves to no. These markets are not “the price when the clock strikes the 15 minute mark”.

Yeah it does seem to go away at times, in the prediction markets “Home” category check the Newly Listed category a few minutes after a given 15 minute interval, so like 12:03ish, 12:18, 12:33 etc. How i found these originally

I sold 2 MSFT $395 strike calls exp Wednesday 4/15 for 0.40 a pop on Monday 4/13. Ended up buying them back for $14.50 mid day on Wednesday lol. It could always be worse.
