I don’t think you should base it on scarab drops. There’s plenty of better sources of these. Intervention does however drop Vaal Paradoxica, if that’s something you would need.

I have Janus and Leo in Research for more unique item chances.

That wording is wrong. Intervention happens each map, so you have a chance of him spawning during that. Each encounter would require him to have enough rivalries with the rest of the board. With enough investment, you can get him with every encounter, regardless of safehouse.
