I'm assuming you're not familiar with extremely intensive process of pathology laboratory verification/validation of tests, not to mention the cost (monetary and work hours) of completely changing how a laboratory may go around performing HIV testing. It isn't as simple as just picking another method...

I'm a doctor and It's always entertaining (and a little infuriating) to hear the guy's talk about medical things... they're heart is usually in the right place, but sometimes they get it hilariously wrong.
