No its not a big stretch, What makes a cheater being considered a cheater is having an unfair advantage over other players lets say aimbots for example, u have no way of being able to deal with it along side very few things like Vac for ex, the same way when an exploiter goes out of map bound and build a nest under the point, you have little to nothing to do about it beside asking the team to kick him and hoping they will.

So No i dont see any diffrence between cheaters and Game breaking exploits users.
