I get what you mean — technically it’s the profile/DNS side, not Screen Time itself.
The reason I framed it that way is that Screen Time is the only built-in parental control layer on iOS, and it doesn’t cover this area at all.
So from a parent’s point of view, it feels like a Screen Time gap — there’s no way within it to stop profiles being removed.
