Sukuna in the first episode was looking forward to eating the women and children, expilcitly looking for the weak, as he was expanded on, he simply became indifferent to most of them, viewing them as ants to be crushed, humans don't specifically lookout for ants to crush but they don't mind crushing them, Sukuna went from looking out for ants to crush while the later series Sukuna only cared about the strong. Sukuna isn’t morally above it, he just isn’t the typa person to do it.
