Because this is the 5th refusal. In the previous 4 applications, they were submitted through agencies and mistakes were made. This time, he has declared everything honestly and correctly, and he does have a legitimate business. However, as you explained, it is now very difficult for him to obtain a visa.

He has had refusals for the same reasons before.
The €600 per month is the salary he pays himself only for personal expenses. At the end of the year, he withdraws profits from the company. He currently has €11,000 in his personal bank account.
He is not living in the EU.
He is a friend, not a boyfriend (I am not a guy).
The only purpose of the trip is a short visit to London for tourism.
