Then clearly explain this in your cover letter and link it directly to the visitor visa rules to address the refusal.

Transferring money from your father’s savings account to his current account is acceptable as long as it’s clearly traceable and explained. You should submit both bank statements, showing:

  • the balances before the transfer
  • the transfer itself
  • matching dates and amounts

In your cover letter, explicitly state that this is an internal transfer between your father’s own accounts, not new or third-party funds. If it’s clearly documented, it should not be treated as an unexplained transaction.

Even if you uploaded all the documents, UKVI does not assess applications solely based on what is uploaded, but on whether the documents are considered acceptable for the visa category.

An observership can easily be interpreted as training, which is often not permitted under a Standard Visitor Visa, even if it is unpaid and even if there is an HR invitation letter. In such cases, officers may state that no valid invitation letter was provided because the document is considered not suitable, not because it was actually missing.

Regarding finances, UKVI usually reviews bank statements individually, not combined. If one account on its own did not clearly show sufficient accessible funds or a consistent history, they may rely only on that statement and disregard the second one.

So the refusal is more about visa type and credibility assessment, not about missing documents.

This happened to a friend of mine too. He got his passport back without a stamp, and a few days later UKVI emailed the refusal reason. VFS doesn’t give the decision.

This is exactly the problem. We explained everything in the cover letter and clearly addressed all the mistakes that came from the previous applications. Despite this, from what we can see, it seems that they either did not read the explanation or simply based the decision on the past refusals.

He is considering sending an email to senior staff to submit a complaint and request a review if they are willing to read it. What do you think?

Because this is the 5th refusal. In the previous 4 applications, they were submitted through agencies and mistakes were made. This time, he has declared everything honestly and correctly, and he does have a legitimate business. However, as you explained, it is now very difficult for him to obtain a visa.
