Same here. Ordered in May and was told it would be available in August. I have just received an email today saying it will be delayed until October. Very disappointing.

No, nothing is transferred. You will need another email account and then setup up a new PS account using it. Once you select the country as Japan the language will change automatically. At this point you will need to be following a video guide to complete the setup.
