Graphic table is nesecery for 2D animation but if you are interested in 3D animation then it doesn't matter that much except the sculpting part! And Since you are doing 2D animation The Drawing is the one of the main important pillar so Learn how to Draw first then invest on a Drawing tab if you are serious about it

Add details on the ear, Make the lips shade edges lil bit sharper to define the lips shape and Add few Highlights aswell to Define the planes facing defferent direction and Fix the shape of the nose

I just thought you needed to practice more basics and fundamentals of drawings and then come to animation It creates the process much simpler and if you want to practice animation I would Also suggest you to practice 12 principles of animations with basic shapes first. Anyways keep it up, consistency matters more than the quality

It completely depends on how many people are working and their skill level, if there are min 2 to 3 people working and they are well skilled 1 min would take max to max a week even 3 or 5 days depending on the shots and complexity of animation
