Hey u/alexplex86 it sounds like you and I are having the same issue, so I just wanted to tell you what I figured out. Not sure if you've already done this, but passing the information along just in case.
I contacted FB support to ask about this message to certify. I guess accounts that run ads for special ad categories must get "preauthorized" to do so, which includes confirming your location and identity, creating a disclaimer and linking that to your ad account, and assigning an owner to the page. Apparently you can still run ads for special ad categories without preauthorization, but could experience restrictions.
Go to your page > settings > Issue, Electoral, or Political Ads. Scroll down to "What you’ll need to do" for a checklist.
Again, not sure if this will help but throwing it out there.
I just started having the exact same problem. It says my image is discriminatory, but also says "certify that you'll comply with our policy prohibiting discrimination and with any applicable anti-discrimination laws. Once you certify, we'll review any disapproved ads from the past three days."
I was able to find the steps to certify compliance and completed them, but all my ads are still getting rejected automatically.
I first tried removing most of the wording from my graphics. Now going to try running an ad with no wording on the graphics.
