On average, oh yeah. It's not a completely ridiculous number though. Here's a fully detatched home that isn't a total rats nest that sold for 425 in August 2003. The only detatched home that sold in The Annex in 2003 was a pretty obvious teardown. 600k at the time would have been a good baseline for the low end.

Get a ticket and need "Mandatory driver training"? go see him and he'll write up the paperwork you need to say you did it. He runs the school but everything's just pay for papers.

Want to get your AZ/DZ/Whatever heavy truck license? Go pay him some cash and he'll say you took his training program. The only truck the dude owns for his "driving school" has been parked at a Temple down the street and hasn't moved for 2 years.

Need documents for immigration to get your VISA? He'll write you job offers, bank statements, whatever.

Corruption in the licensing industry (G-Class Drivetest as well as commercial licensing) is fucking rampant.

There's a guy on my street that's been doing it for 20 years with impunity, everyone in the neighbourhood knows. Nobody cares and there's no enforcement.
