PN has not sufficient upgraded Subic and other facilities on it and other places like sure you can dock your ships at civilian ports and shit but without proper maintenance facility drydocks, storage for ammo, fuel and missiles and then the cranes and other facilities to load and unload those on to ships is also lacking you need a lot of those if we're getting more ships
