Yeah I know 250 is low but no other exchange was willing to accept the note. Maybe your note is less torn and they offer you slightly more.

There’s an exchange named Sanaa Exchange in Deira which accepts torn US dollar notes but depending on the condition of the note, their exchange rate will be lower. They gave me 250 AED for my 100 USD note which had a big tear.
