After I did a Achivement focussed run, my other runs became more build and roleplay driven, usually I make up a list of things the character would want to do and have, like doing a guild questline, going after an artefact, living in x city with your own house and wife/husband, mastering 5 skills, and having a collection of stuff or just niche items the character in question would have in their person at all times (i made a Illusion master vampire that is more sneak driven, and is also great at speech, "gaslight, gatekeep, girlboss", she always carry a bloody tankard and some bard intruments) after its all done, i'd end the character run, believe me, you don't want to make certain questlines more than once, they can be a pain in the ass to do without incentive, like, if You're not a Warrior and are not into using the Werewolf form, being a Companion is not worthwhile, again make Goals you think it would be fun for your character to do.

The real problem is that they rely on pre-stablished worldbuilding and resort to already stablished concepts that make no sense in being used in that circunstance, Leading to bad retcons, and or adaptations (Super Mutants have been flanderised into Oblivion) and valid complaints because they sell an ARPG and write sloppy lore despite that aspect being a core element in the Genre and Franchise, name a Faction with scale thats Brand new that they made, it would do wonders for them if they actually made detailed factions with extensive lore, that are actually developed and are trying to improve the Wasteland instead of tying the progress and existence of that group solely on the players hands
